CARES Act
What is the CARES Act?
The CARES Act is federal legislation which provides a variety of financial support to individuals and businesses affected by the COVID-19 pandemic. The CARES Act established and funded the Higher Education Emergency Relief Fund (HEERF) to provide emergency financial aid grants to students impacted by the COVID-19 pandemic. One part of this federal program allocates money to Emerald Coast Technical College, and a portion of that allocation is awarded to students for emergency financial aid or grants to students affected by the disruption of campus due to the coronavirus, such as food, housing, course materials, technology, health care, and child-care expense. Instructors surveyed their students with regard to any changes in a student’s living situation since the COVID-19 shutdown; change in the household since the COVID-19 related shut down; someone in the house lost a job, home; a single parent with limited resources for determining student need.
ECTC - Student Aid Distributions
On May 6, 2020, Emerald Coast Technical College signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004 (a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. The total amount of funds that Emerald Coast Technical College has received from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to students under Section 18004 (a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students is $729,655.00. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004 (a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students is 346. 121 students received $152,555.00 on May 29, 2020, 13 students received $32,500.00 on March 25, 2021, 15 students received $37,500.00 on June 8, 2021, 45 students received $92,750.00 on September 16, 2021, 1 student received $2,500.00 on December 9, 2021, and 65 students received $219,500 on February 24, 2022, and 86 received $97,050.00 on October 10, 2022. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004 (a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students as of January 10, 2023 is $634,355.00.

Initial Disbursement
On April 23, 2020, Emerald Coast Technical College signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students. The total amount that Emerald Coast Technical College has received from the U.S. Department of Education pursuant to the intuition’s Certification and Agreement for Emergency Financial Aid Grants to Students: $152,550.00. The total amount of Emergency Financial Aid Grants that Emerald Coast Technical College has distributed to students as of August 31, 2020: $152,550.00. The estimated total number of students at Emerald Coast Technical College eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus are eligible to receive Emergency Financial Aid Grants to Students under Section 18004(a)(1) of the CARES Act: 122.

The method(s) used by Emerald Coast College to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act:
Methodology for Calculating Allocations of the CARES Act
The data used to determine student CARES Act allocations is derived from attendance data using Walton County’s student management information system. Within this system, current enrollment, student Financial Aid qualifying totals, other scholarships and student waivers of those students enrolled at the time of the CARES Act disbursement were considered in Emerald Coast Technical College’s (ECTC’s) individual student allocations. Only Title IV qualifying students are eligible, and students affected by the disruption of campus due to the coronavirus, such as food, housing, course materials, technology, health care, and child-care expense. In addition, instructors were asked to survey their students with regard to any changes in a student’s living situation since the COVID-19 shutdown; (change in the household since the shut down; someone in the house lost a job, home; a single parent with limited resources, etc.) and report this information to the Director of ECTC. Seven students were reported to have lost their jobs.
With these considerations and factors, a three (3) Tier system was created. Tier one (1) includes those students most in need. For example, this would include students who are self-pay and do not qualify for Financial Aid, scholarships, waivers, or less than once hundred percent (100%) tuition assistance but are Title IV eligible. Students who lost their job or had a life change since the shut-down are moved up a Tier, therefore, those students in Tier two (2) are included in this category. There are Forty-Five (45) students in the Tier one category.
Tier two (2) consists of students who are moderate in need and received one hundred percent (100%) tuition assistance from Financial Aid, scholarships, waivers, or any other tuition assistance. This Tier also includes students at are Title IV eligible. Those students who qualify for Tier three (3), but have lost their jobs or had a life change since the shut-down are moved up a Tier, therefore, those students in Tier three (3) are included in this category.
Finally, Tier three (3) consists of those students who are in the least need and receive more than one hundred percent (100%) tuition assistance. Tier three (3) students have various forms of Financial Aid, scholarships, or waivers and qualify for Title IV. There is no student that has had a change in the household that the school is aware of.
ECTC has one-hundred-twenty-two (122) students who qualify for the emergency financial aid grant under 18004(a)(1) of the CARES Act, of this one-hundred-twenty-two (122) students thirty-six (36) students qualify for the Tier one (1) funding, sixty-nine (69) students qualify for Tier two (2) funding and seventeen (17) students qualify for Tier three (3) funding. In order to disperse as much of ECTC’s CARES allocation this calculation used is:
